UTG folds.
Is the only move here a shove from UTG+1 with 13BB? Any case at all to be made for a fold due to position?

Only two stacks to worry about. Everyone else is calling off their whole stack or at least half of it so they need to wake up with a real hand. I shove here without blinking. We increase our stack by 20% if we get all folds.
With stacks this shallow you could see weaker suited Ace X hands call as well as KQ and maybe even slightly worse.

Nah, you're correct.
You'll see the bb call with Ace anything and any pocket pair against a 10-15 bb shove from any position no matter what % of their own stack the call reps which to me just terrible.
Last night I final table bubbled the Daily Double A (sick brag about not being able to close tourneys) and saw a 30 bb open shove from UTG+1 get called from the sb who had 26 bb and called with KJs. That's strong.
I'm thinking in a $4 MTT we can profitable shove as low as A6s and also include 9Ts and 89s.
I think low stakes players fold hands they should call with and call with hands they should fold a whole lot.
Ducks and FK, I think you guys make a really good point in commenting that the competition level is very important when making a decision. Too often at these levels you see players berating “retarded play”. They often just can't see how their lack of adjustment is almost as poor. I suppose micro, mid and high stakes MTTs are different beasts really. Tks for input.
