I’m actually happy to overlimp here. I think shipping 23bb is fine but you only risk 1bb when you limp and utg’s range is mostly pairs and big cards you don’t have much fold equity with his stack.
I like overlimping because if someone makes a raise in the blinds, utg will probably shove and you can overshove ISO.
if you limp behind and it goes 3-way, you get to see a flop with a strong hand and can get away easy if utg gets aggressive.

It certainly is an awkward and interesting spot. It would be helpful if you posted pot size through the hand. Goodness knows what he is open-limping with off a 12 bb stack.
If you raise it can create all kinds of awkwardness…as you discovered, due to the effective stack size. Therefore, I’m probably shoving my 23bb stack from the BTN here. Failing that, as lionhat said, I dont mind limping behind. I’d be hoping for one or both of the blinds to come along, and if one raises, then I’m shoving if UG comes along or not. I can’t fold 99 from the button with 23 bigs.
As played…well if you cbet and he calls, as you did, even if he puts in the rest of his stack I’m calling, however dangerous the board looks.
But if you decide not to turn your 99 into a bluff here, then you are effectively announcing to UTG that you don’t have an ace, therefore he can shove, and then I’m folding…just urrgh.
The more I think about it the more I like lionhat’s limp. Under high ICM I’m shoving over the open limp…too easy to be abused. Under cEV I’m with lionhat.
