Yeah I just fold that pre, it's not even suited so it loses a lot of its value.  As for post, I would check call the flop.  Leading out often induces raises, that's why it's not a terrible play to make with a set, but with such a weak top pair you want to see a cheap showdown.  Check call for pot control, evaluate the turn.  You will probably have to give this up to most turn bets though went you don't improve.

Yep, that's why this is fold pre-flop. It's hard to profitably play this hand out of position when you don't flop a strong draw or made hand.

Check call flop and you're going to have a tough decision on the turn because it's a good board to double barrel not only for value but as a bluff. You end up hating life when you check call and the turn brings an overcard and he barrels again.

If you were deeper you could 3 bet but you have like 25 bb's… playing this way is bleeding all your fold equity all over the table.

With a 23 bb stack you're in re-steal mode already so you want to really tighten your opening range, look for squeeze spots, and not flat marginal hands out of position.
