I see its a rush so you probably wont have a read on the table, although with these few left you might have a feel for the players as they come baclk to your tables often.  The reason I bring this up is that at 23 BBs with KQs I am pretty sure is +EV to shove, but I would amek a decision depending on how active players are right now.  Are they calling 3 betting or folding a lot?  based on that I would decide.  My standard would be that a these stakes there will be a lot of limping/calling loosely and not a lot of 3 betting.  so I would mini open and hope to see a flop. 

The Good news on this hand is that with the size of your stack noone wants to call you weak at this point.  The Bad news is noone wants to call you weak so if you do get called it's a very good chance you're looking at a spot where your dominated by AK or AQ which is no bueno..in a rush I like min raise like the above say and if there is a 3bet you can eval who is doing it and what they are doing it with.  with the use of the quick fold button in rush i think min raising is just the best option people aren't paying enough attention to 2.5x or 3x bb betting patterns.  GL at the tables

At this point any hand I open with from utg+1 I want to be able to get away from if its not qq+. Min raise or fold preflop either is fine imo.
