Villian only has 25bbs to start hand and we are at a 7 handed table. I think I like a jam best in this situation, it makes our hand look more like AK and you may get called by smaller pairs who may otherwise raise/fold instead of 4b jamming over a 3b. If we 3b we are committed to calling a shove and I really don't like flatting here as we would be playing the hand oop with an awkward effective stack.
how active has he been? do you have any numbers?
if i 3bet here, i'd probably just jam and hope he levels himself into calling 77-99. if i were to 3b not allin, it would be smaller than your sizing in order to give villain the illusion of fold equity. not many people 3b/fold with 25BB stacks, but if they do they probably don't raise this big. i'd go ~17k or even a tad smaller.
if we were deeper, say 35BB or so, i could see flatting.
readless, though, i'd just jamalam.
