UTG is 54/19 over 26 hands although he's only raised 1/7 in EP. I've always been under the impression a 4x was something like JJ or AK so I feel a flat is the best option. Anyone raise here?

I am a micros player but in my experience you hit the range of the villian exactly. I am a bit of a nit so for me this is a fold. Lately I have been trying to do too much in the early stages of a tourney I think you can find a better spot later on IMO.
Because 26 hands isn't enough info to range villan here along with only raising 1/7 in EP. The real info is has villan shown up with rags on a regular basis. I do however think flatting might be your worst option. If this is the 1st hand villan has 4x'd than I lean toward fold.
