Main villain is a strong reg, 23/17/6 preflop over 500+ hands, a bit spewy postflop but not necessarily in a bad way. Flop decision is the most interesting one to me, but I welcome opinions on any of the streets.
Maybe this is the micro stakes player speaking, but why are we so inclined to check the flop as opposed to continue our aggression? Wouldn’t we want to fire flop and check turn as the board completes more draws?
Or does this board hit both players ranges super hard? Like the BB and Btn have a lot of draws and two pair on this board?

When you are out of position, aggressor or not, your cbet frequencies should go down.
When you are multi way, your cbet frequencies should go down.
When you don’t have a big range advantage, your cbet frequencies should go down.
OP said the button was a bit spewy. We can let him bet the flop (spewy players love to bet the flop last to act), which gives us good relative position to the BB. When will the $ go in better, when we bet and are called, or when we check and the spewy player bets in position.

I understand MW, OOP. I also understand that one cbet will not make opponents to fold any decent drew. So I would go for check raise if we believe BU is spewy. But I do not understand merit to check call on that board. What do I miss?
I found this type of situation very hard for a long time. I suspect that my difficulties came from confusion similar to that expressed by your question. Correct me if I’m wrong, but I suspect this stems from being overly focused on protection (ie. limiting our chances of losing the pot) rather than Expected Value.
We don’t want our value bets to fold out decent draws. We want our value bets to charge draws a price that makes them pay more than their equity share of the pot.
If you are able to flip that switch in your head, the main takeaway can be more or less ignoring what draws will do vs. our value bets and instead focusing on how to extract value from slightly worse value hands. In this particular hand, I would always be c-betting AK, KQ could go either way, and KJ seems far too weak to bet. For check-raising the flop, I would want two pair+ or a very strong draw like AdJd/Jd9d.
