Im wondering here would a raise fold be better than a shove. Shove is marginally +EV but if I raise and fold to a shove would this be a better option.
SB is 9/7 with fold to steal of 50% over 57 hands, BB is 38/8 FTS of 0 but only over 8 hands.
I thought that at 15bb, if I min raised, one of the blinds could shove maybe a hand like A4 or K9 and still expect some fold equity, where as they might have 
folded those to a shove. Also bb who likes to call, could flat in BB and make it awkward for me with a hand that doesn't flop too good. And  the third thing was
this is the bottom of my range. Thoughts?

Pretty sure the best line to take pre is to get it in unless you have a exploitable read that these guys are really tight then r/f will be fine.<

@op the stats you have shown that the sb has a 50% fold to steal (although its a small sample) , i'd  still probably r/f with a very wide range from the button and if the bb calls , your hand ain't terrible it does have some post flop playability , his range will be capped when he does flat from the big blind and you'll also have position on v,  so it's not as bad as you think it is.
