You have 9 clubs, 3 jacks(not including the Jc), and 3 A's(which I assume are good a decent amount). I dont ever see him having us drawing dead here(aka a boat), but he could have some blockers(KJ the main one). So lets assume we have 13 of our 15 outs.
Wo we are about 26-27% to hit and win here. We have to call 2400 into effectively 7300, so we are getting barely enough odds to call so we can.
The turn is a little funky because checking allows him to efectively price us out, but I dont expect us to get many folds that often. Maybe checking and hoping he checks back is fine, but c/f seems gross but probably what should happen a decent % of the time when he bets enough to price us out(which he may not do often so cehcking seems fine). We can easily donk shove every time we bink river.

If you are going to call off on the turn anyway, then bet bigger on the turn. In fact I like betting a bit smaller on the flop to get calls and betting more on the turn to get folds. Sure some of the time they'll raise the flop bet and you have to fold.
Another option, is to check jam the turn, although I'm not sure I like it when the board pairs, doesn't seem like there are many hands that call the flop, then bet the turn and would fold to a shove.
