I've never really taken a firm grasp on how to play from the small blind vs a 20bb big blind stack.  Lets assume villain is a reg with 11.5 3bet% from the BB.  Is it ever right to try a strategy of limping pre and leading every flop?  Or do we just have to fold half our range and then just induce with the other half?

Vs. good regs who call off lightly/marginally I really love to limp jam a pretty decent range and have had a lot of success with it.

Something like a midpair is a great limp/jamming hand IMO when they'll call off with Ax that has an undercard kicker.
