Like everything in poker, it depends. It depends on the level of cognition of the player. If he is strictly playing ABC, he might only be leading top pair, at which point you can just fold your hand. However, if the flop is 236 and someone is donk leading into you, it is more than likely a mediocre top pair or small pocket pair that he's “trying to get information” out of by betting. When you raise on boards like that, people are more likely to give you credit for a hand and fold, whereas if the flop is K83, they are less likely to be donk-betting complete air.
It also depends on how many people are in the pot. If you raise pre and get called in multiple spots, and then one of the blinds is leading out, it's much more likely that they have a hand.
