Merge $10 FO antes. Bubble SB ATC shove vs 18bb BB who is in the middle of the pack

We are on the bubble and BTN is in the middle of the pack so he is in no danger of bubbling if he waits on it to burst. He is 21/12 and has folded to steals 75% of the time. Is this a good spot to own?
