the pot is over 1/4th of your stack, so I think jamming pre here is perfectly fine.  When you are this short it is going to be pretty tricky to play a lot of flops and I guess turns with JJ considering the over cards that can fall.  This is one of the best flops for your hand and it will be pretty hard to get value from hands that don't beat you, 99 and TT are the two i can think of, and maybe the guy flatted 87s 98s.  If you jam pre I think you get value from hands like 66-TT and AJ, and if they fold you increase your stack by 25% which is great as well.

Always jam pre with 27 bb here. Even if they fold you just increased your stack 20% uncontested.

Great posts.  Was thinking about this hand and wanted to add something…

 

You jam here 100% because you also want to be able to jam other 3 bet steal hands as well in this spot with your stk.  This is one of my favorite places to 3 bet jam hands like T9s over a raise and a call.  If I'm doing that with T9s or JTs or similar I also need to do it with JJ and similar to merge my 3 bet shoving ranges.  

Granted you won't be playing vs. these players enough to worry too much about balance it might just help you out later in this tournament.  Let's say 30 mins. from now a very similar situation arises and your stk for what ever reason is back down to ~25bb range.  There is a raise from HJ and a flat on the CO and you look down at T9s on the btn.  The HJ has been very active and you are fairly certain if you shove you'll get through him and the flat caller.  This will work a much high % of the time if the HJ saw you shove JJ with a similar stk in a similar situation.  Most players do not keep their villans on wide enough ranges they assume they must be playing similar hand values in similar situations.  Also if you are called you can take note of villans calling range in this spot.
