Off the top of my head your equity is around 63% based on his 20% preflop raise range.  Usually at these stakes guys like to play their stack size before their hand, so I like to play my good hands more aggressive when against a big stack.  If you had more hands with the guy and his stats stayed pat, I would shove, but since you only have 30 the nit in me says lay it down. Still a tough call though, I hate being bullied when on the BTN.

I am more than happy to get it in here with the JJ, since his line doesnt make much sense with QQ-AA. I think you are mostly either dominating a smaller PP, well ahead of Ax-AJ or sometimes flipping against say KQs. The only time I ever see him turning up with AA-QQ is if the short stacks behind have been shoving a lot in which case there is a possibility he could be trying to induce action.  The previous hand should give you confidence that V is bad enough to make this sort of play without having the goods.

if there wasn't already a limper this could be aces a lot more often, but i dont think anyone ever limps behind preflop with aces. well very rarely anyway

This is fantastic advice right here and I agree with a shove.
