I got caught in this super awkward spot against quite a passive player. I dont think he has a 9 here. My best guess is a set or slow played overpair. Should I have folded the flop? I think I should be claling the turn here after calling the flop with the pot odds.

Weird spot. The problem with passive players like this is that a lot of them are so bad at hand-reading that it's hard to rule out them raising a hand like A9 or something for value here. They don't bluff with air hands, but they over-value made hands.
I doubt you can ever fold the flop given the odds you're getting, and while I do think there's a reasonable chance you're behind right now, the turn betsizing doesn't really strike me as a monster hand too often, and since they're giving you better than 4 to 1 on a call, I think we can justify peeling this turn bet with the plan to fold to further aggression on the river. I think we find ourselves in a spot where if villain is betting worse for value, he/she checks back almost all rivers and we win, whereas if they have better than TT, they're very likely to continue betting, and we can fairly comfortably fold.
If villain had bombed turn for 1100 I might have thought about folding occasionally, but I think peeling to re-evaluate is fine getting 4 to 1.

There is a good chance the villian has a set on the flop and turned a house. That would explain the small bet on the turn.
But like as Ginger said, we would have to call the turn bet and see what villian does on the river. He will more than likely check behind unless he has a very strong hand.

Flat pre , if you 3-bet and face a 4-bet you may have to fold a hand that has decent equity. By flatting , you get to keep worse hands in like 22-99 , which is good for you.
as for postflop, i'd call the flop and call turn , re-evaluate river just like for the reasons the others have said above.
