Similar stuff happens in other tournies.
For example: I have 14BBs on the button, have qko, I raise to 2.3BB from the button. The big blind has around 16BB, shoves allin, I have to call, he has A6o, I lose the race.
The question is whether I should call off my whole stack or fold to those 3bet allins?
Or
I just open ship my 13BB

What is the best strategy to deal with it?
I would be shoving everything I decided to play at 15 big blinds and in some instances I would be shoving up to 20 big blinds. You want to use your fold equity, your not looking to race you just want to take down the blind and antes and preserve your stack. Plus around 10 bigs we invest too much of our stack to get away from it so shoving is the optimal play. Im not a pro but that my two cents.

am i looking at this wrong??? if you have KQo didn't you win this hand? anyways….how do you know his shove range is pretty wide? This is a complete judgement call…just generaly here is how i look at it…You raised first…you being the raiser with only 15 bb's or so, and depending on your read and how competent he is, he may or may not be shoving completely light. Unless he has seen you raise/fold with this stack size before. Therefore i think his range has potentially tightened up in this particular spot.

A lot of what I am doing depends on my stack size as well as the stacks that are yet to act behind me. I agree with most of the other guys from the button with 20 or less BB's I am shoving a pretty wide range (not ATC, but probably top 80%). I may be giving up some equity, but that is a habit I carry from my SnG days where guys expect the ATC shove so this gives me a slight leg up if they start calling wide. As far as situations like above where I have >20bb's it will depend on the stacks yet to act. In a lot of cases I will look and if the SB or BB (in the case where you are on the button) have less than 20 bb's I will just shove (regardless of my stack) to take the play away from them, that way they either have to call off their stack or fold, there is no room to try to push me off mine. I will do this not with ATC, but a decent range (55+, AJo+, A9s+, KTs+, QTs+, JTs+, that sort of thing). If they have > 20BB's I will tend to raise/fold my weaker holdings to a 3bet all-in, or just open fold. I don't think there is anything wrong with occasionally passing buttons up if it doesn't look right, it goes a long way to looking tight and giving you opportunities in other places to make moves.
As far as your opening question, KQo with 16bb's and I am the first to open, I agree get it in, you got called and lost, don't get hung up on being results oriented, the play was correct and you will get folds more often than not and when you do get a call you will win enough of the time to be +EV in the long run.
