As you can see, not much history with the villain, but he had been opening with this crazy sizing and one time he did show down, he had KK.
He also snap shoved on the turn.
I was kinda card-dead while he was at the table, so he hadn't seen me do much.
What's your move here?

Not real sure about the turn play yet. Basically, his stas indicate he's TAG and to two barrel here, he has something. I don't think a TAG with an AF of 0 so far 2 barrels with 99 – JJ here. This is a complicated spot and I would actually like to hear other thoughts as well, but I think it is leaning to a fold. So really the only hand in his open range he might two barrel that you still beat is KK.
However, preflop, this is a fold for me. KQo does not play well against a TAG EP open range.

I think this is a fold Pre flop… that's a large raise, even for UTG. It's like 4.2x or something, which is very non standard(unless he's been doing this all the time). I'm not really seeing a reason to put more chips in this pot, even with position. You are both relatively deep, so this post could get right out of control really quickly.
The reason I find it interesting though, is you would expect a lot of Ax hands to check the turn. There isn't much reason to shove, as you can only get called by QQ or chops. No Qx hand can call off here. If he was a thinking player, this would lean me to calling, but still… I think I would be folding.
You are also going to have the time to find a better spot. Personally, I'd fold and then make it a point to steal his blinds because I think he plays bad.

Preflop I think it is a fold every time. If he made a normal min-raise into the short stack blinds then I think there is an argument for a 3b assuming he is opening wide enough (he probably will be) but when he 4x preflop it does not leave you much room to 3b/fold.
Having called preflop you have to call flop to one bet as villain will likely shut down on turn if he has nothing or bet again with an A but do agree with other poster that also villain can check back an A here as well knowing that you likely don't have one but could have a Q.
The turn bet is an odd one but I am having trouble with thinking what hands he would turn into a bluff here which is effectively what he is doing if he has no A or no Q. I'm going to hazard a guess here that villain maybe felt shoving looks weaker with an A than smaller bets would and he probbably has put you firmly on a Q and feels that he may get a call from a curious opponent.

To turn this into a bit of a levelling post…
I think you are over thinking what the villain here is thinking. In that, I don't think he is thinking at all. Villain opens to 4.2x as a standard, which pretty much means he isn't “on the curve” of good play, so to speak. I deal with a lot of these kinds of players in my daily donkament at my local casino. Their fav phrase “I don't care what you have or what you might have, I'm just playing my cards”.
That being said, I think it's entirely reasonable that Villain could have AA here. Seriously. He has an A minimum. This is not a bluff line. He might do this with a Q, but I really just don't think he does.
