This is a Step 3 non-turbo. I checked back the flop for pot control. villain then 2/3potbet the turn and almost potbet the river. do i beat anything there?

You flopped top pr second kicker, no need to not cbet in a heads up pot. If it was a multi way pot then I can see checking flop. When u check flop ur basically saying u dont have a heart or a very weak one. Heads up im not just gonna assume he has flush which makes betting out more profitable. He calls we stall.

looks like this is a call given the way you played it. He might just be betting turn cause you checked flop and when you call hes hoping you had a heart and missed so he fires again, Or he has a heart himself and bricked and cant win the pot without betting, either way hard for him to put you on AQ looks like your hand is under repped i think I flat here.

It felt like vallain was value betting to get an ace to call or JJ/QQ/KK to herocall. i feel like chips saved in a step are worth more than winning a small pot where you can shove a lot when blinds reach 50/100, so it felt a lot more like value than trying to bluff me off my hand.

that's why i checked the flop to see how the board would develope if it came a heart or four to a straight so i could get away cheapely. dont think villain would be betting me off his missed draw. 

he didnt actually potbet, was 2/3 pot (my mistake), but still a very strong bet.

after some thought i called and he flipped over 99 for a flopped set.

trust me, i didnt post this because of the result, but that i felt in the given situation there wasnt really a need to be bluffing me from a measely 6x pot being 50x deepish each.
