I think you should do more than just consider raising flop, I think you should raise this hand 100% of the time in this spot. Main reasons:
1. Your hand is very strong, but doesn’t block any overpairs, top pairs, strong draws, or two-pair hands. For these reasons, 33 without a diamond is actually the one specific combo of cards that has the greatest chance of getting value from worse hands on this flop with a raise.
2. It’s a very dynamic flop. Not just in universal terms, since there are lots of flush and straight draws that can come in, but also for your specific hand, since the draws that are out there can draw out to beat what you specifically have right now. That incentivizes you not to give your opponents free cards (or at least, cards where they don’t have to pay any additional price on top of what they’ve already paid) where possible.
3. You’re out of position against two players. By choosing not to raise and allowing them to see a turn card for no extra price, you’re putting yourself in a position where you can’t control whether they bet or check behind you on the turn either, and therefore there’s a good chance that they might both check the turn and get to see a river for free as well. Essentially, in a position like this, denying your opponents the chance to freeroll their equity is especially important, because if we don’t deny them a free turn, they’ll most likely be able to get themselves a free river whenever they want.
4. The fact you’re OOP means that even if the board does run out safe, it’s not going to be easy for you to convince both players you’re bluffing on a future street, since it’s going to look pretty strong when you bet out into two players. This means you’re not really going to get paid much when they do miss their draws or have a made hand, and when they hit, you lose.
As played, I don’t think you can fold turn but you should expect to be beat a decent % of the time. I would much prefer check-raising, and since there’s so much in the pot after the bet and call on the flop, I think all-in is a perfectly fine sizing. It’s only a little more than a pot-sized raise.
