Villain had been pretty active, sometimes calling 3bets, usually folding.  I hadn't seen him 4bet shove yet.  What do you think 
of my 3bet sizing?  I'm on the button and villain is in the cut off.  Would you call this shove or let it go?  Thank you for your
input!

Hi,
with two people having shorter stacks than ourselves I just call preflop and play a smaller pot in position. But I’m a nit.
What’s your own image, did the bigstack sherif see you 3bet light earlier?

If your image is solid I like 3b/fold here. Your size is perfect.

Would be better if his avrg BI is lower…around 10$…. If he is a upper limits grinder you could be shoved often.

I like calling better here too. Confronting the big stack with a hand that cannot resist much heat does not seem like a good idea ever, even if he just calls you have to give up to any action unless you hit the flop very hard. Calling an AI and generally playing for stacks here without a huge hand seems like an ICM disaster with two smaller stacks on the table.

My image is usually pretty agg.  I'm 23/19 with a 9% 3bet.  The buy in here is $33.  I wasn't sure if I should call because the BB only had 7bb.

If you are 3b this specific hand, you should probably just be shoving it. I'm not really a big fan of shoving 36bb with 66, even 5 handed, so a flat is likley your best option.

By 3b'ing the way you did, you allowed him to put you in an ICM cage. You have effectively forced yourself to only be able to call off the very top few % of your range, due to the short stacks at the table. That being said, it would have made a shove from you look quite strong.

It's really the BB stack that kills you here. If he has more like.. 20BB, then your 3b isn't so bad.
