Reads – V seems like a terrible player, they keep 3-betting hero almost always , no idea what to make of this, they've been playing back at me ever since they joined the table. 

 

do we consider 4-bet shoving a wider value range against this opponent?

I think, given the read you posted, you need to think before raising and have decided before raising, specially if he's the big blind and given the read you have on him.

That is, before opening you may think on reevaluating what you're going to do based on the other players you don't have a history with, but given the fact you have a read on this particular one as pretty bad, pretty aggresive and targeting you you need to decide pre how you're going to react to a 3bet from this guy.

If the answer is that you're folding, then don't even open. His raise is 3 bet is huge there so he's commiting himself (whether he knows it or not) so, as played, I will just fold, take a note an then only open his blind with a hand I'm willing to 4-bet shove.

I dont know if I want KQo in my 4bet range when effective stacks are 35BB?  Folding and you are out 2BB with 33BB left.  I get that these guys seems to… wait is this a CASH game?  Then if he is going to three bet 9x, I am going to wait for opportunities to punish that bad.   I dont have a feel for the game flow on just your statement, but perhaps they think you are opening too loose too often and thus ratcheting that back until you can either validate that or exploit that is better than forcing a decision here?
