Villain is 21/9 VPIP/PFR 5% from EP, do u just shove and gamble it up for a chipstack? What do u think when players OR 4x UTG?

I usually think they have 99, TT, JJ, QQ or AK.

Live I would add KK and AA to the mix but not online.
