I think this is fairly standard flatting in bb and c/r the flop. Or is this a pre fold and c/c situation? Can I fold after c/r 1/3 my stack leaving myself w 20X?

I personally don’t defend here. The stacks are awkward post flop and your OOP hoping not to be dominated. If you have a read that villain is opening super wide then I prolly 3bet/fold. I’m not looking to play a flop here with that stack OOP with JTo
