Is this a call or fold? I'd just moved tables and didn't have a read on my opponents.

firstly, you have to make this decision before you 3bet
this might be nitty, but i dont actually mind a fold here. flat from utg1 with only 20bb is pretty scary to me, as he has a perfect shove stack and isnt doing so. that usually screams monster.
readless i dont think it is too nitty just to fold pre here

I play these stakes regularly on Stars and while Benny says the flat w his stack size does seem suspicious I am making this call… You’re gonna see a whole bunch on 99-JJs here… I don’t think you see many AA KK and AK here… After a UTG open and Villain 2 UTG+1 flatting, I expect him to raise AA KK AK hands almost always… Especially with all the players left to act behind.
SB cold call is fishier than UTG1… What range can SB cold call this 3b with?

I think the 3bet is way too small – I would just be jamming here, and if everyone folds you increase your stack by 25% without showdown. I also agree that the UTG+1 shove screams pocket pair JJ- , so its whether you want to be flipping or not for decent pot odds of ~1.5:1, and at this stage of a $5 tourney I think it's an easy call as players behind you have not shown great strength so I would not expect any more action from them.

I agree that this 3 bet has to be much bigger in order to really take this pot down. But before the 3 bet you need to consider whether or not you are going to be calling UTG+1 all in pre flop.
Personally in this spot (might be nitty as mentioned above) I don’t mind a fold here or just shoving hoping to win the coinflip. Adding to this you said u were new to the table; that alone I wouldn’t be putting myself in this spot.
UTG+1 flatting definitely looks like pockets but what would really scare me is the SB!

I'm with Benny on this one I think you need to decide before you take any action is you are going to call the shove from UTG +1.
If you think that you are likely to call his shove anyway you are better off sticking your chips in now rather than 3 betting smaller.
Personally though I think this is fold here once utg1 flats as I feel like he is never folding and you probably at best a coin flip for 80% of your stack.
