These days, online, I am very wary of small bets. While many times it is to pot control and go for a cheap showdown, I have also seen so many times that someone with a near-nutted hand does this move expecting you to go over the top. Something like a 86s, or any 9. May be I am not noticing the bluff-give-up cheap showdown bets often and the ones that catch my eye are the nutted ones…

With stack sizes being as they are, it’s a slam dunk raise-call on the flop. Make it ~10k and snap it off, since villain can have a bunch of pair+gutshot/top pair type hands that he’s not willing to fold. You could even just shove flop, I expect villain is calling most of his range.
I guess I understand checking turn if you think villain’s range is mostly 9x, but if you think that, why wouldn’t you raise flop? On river, you can’t possibly fold to such a small bet. Sometimes villain will have a 9 but most of the time you’ll be up against a random JT/T8 or A7/87, or something else. I don’t see a reason to raise river since you only really get called by 9x.
I think you’re probably off the mark including hands like TT/JJ in villain’s range. With only 20bb he would surely want to get them in preflop. The stack sizes are the crucial part of this hand – it’s what makes it essential to get all-in on the flop.
