I don’t love calling 9-6 offsuit preflop, but you are the BB so I don’t have a real problem with it. 9-6 suited makes a better case for a call. After the flop you have middle pair so calling one bet is OK to see if it will slow him down and get you to showdown. That said, as played to this point I think you are losing more often than you are winning. After the turn villain just checks so now there is a chance that you are good.
After the river it gets tricky. With four to a straight, and overcard and villains early aggression in the hand, I can’t imagine you are betting for value. Plus, the bet sizing is massive. You bet pot, which makes the bet a bluff. I don’t think you need to bet this much to get an answer from villain. If you bet 850 instead of 1695, villain is still folding with air (likely) and reraising with a strong hand. If he reraises you have to fold and it has cost you twice as much to fold as it would be if you had bet smaller. Given the texture of the board I would be surprised if villain just calls with worse.
I am torn on whether you should have bet at all on the river. If you check, his turn check means he will probably check back on the river and you have showdown value. On the other hand if you check the river and villain might sense weakness and bet 850 (or more). If he does, are you going to call or fold? I think I need to know if villain is spewy, a rock or somewhere in between to know what I think. It’s a tricky spot, which is why playing 9-6 offsuit is not ideal. You were in the big blind, I get it. A case can be made for folding preflop, but a case can also be made for playing it like you did preflop, postflop and on the turn. The river bet, however, seems too large for my taste. The hand worked out for you, but it’s the type of hand that can get you in a lot of trouble.
