I am still in the learning stages of this game, so I am seeking advice from more experienced players who know the best strategy against a fishy opponent who bets a bare minimum OOP into a descent sized pot.  

I am not sure if it is a blocking/value bet considering V is only betting less than 1/10 of the pot on every street.  This is not one specific opponent but several I have encountered that make this same move.  

To be more specific, last night in a $30 buy-in, $5000 Guarantee & antes just kicking in, I raised 3X with AheartKheart from UTG, V of course calls from the SB.

My image is TAG but I don't think that matters to a V I know is not going to fold during the hand even if he catches bottom pair or merely a draw.  This guy's VPIP/PFR is 46/3, so any two cards are in his calling range.

The flop was dry and a complete whiff for me, but then he leads out with a bet that is not even 1/10 of the pot.  At this point, I know from my history with this guy as well as observing his play with others that he has caught a piece of the flop.  

I know if I raise at all, he is just going to call me down to the river.  If I shove here, he's also going to call, leaving me shorstacked if I miss the next two streets. Since we had two other preflop callers that folded to his min bet, there is too much in the pot for me to just give up with my hand and fold from such a small bet; however, I don't want to inflate the pot either.  On the other hand, I know when I simply call his min bets, he has to know he's got me beat.

I do end up calling V's min bets all the way to the river missing on every street, and he takes down the pot with middle pair – 8's.

I need to know better ways to approach situations like this since I seem to be encountering them often.  In this spot, should I raise more preflop to try to keep players like fishy V from calling out of the blinds?

In these spots on the flop I would raise a donk bet putting the pressure on them out of postion and normally allowing us to decide what to do on the turn and river because most people don't donk lead, call raise, donk lead again. They usually check the turn and we can either take a free card or barrel a good card. By raising flop we are controlling the pot size and the betting which is much stronger and easier than calling and really not knowing how to proceed with the hand if we miss. 

 

If you are in late position with a fish lke that in the blind, I would raise it the biggest amount preflop that you think he would call. We WANT guys like this in our pots. ESPECIALLY when they are out of position. Don't have the attitude that you want to just get folds with hands like AKs vs certain players just because they seem to be winning a few pots vs you. We want value and action from these people when we have a hand.
