Scoped villain and he is solid winning reg, hes opened EP couple times before and I 3b him once already, did not want to get 4b shoved on therefore I decide to flat.

Given the flop , I dont think hes ever checking QQ,99, KK or AA since it is so draw heavy and its 4 way.

When he bets so small on turn I decide to peel one to see what he does on the river. The 9 doesnt change much unless he has 89 or A9s .

Im thinking he has the 9, or binked a set of 3s on turn, JJ he will prob c/c, there is not many hands I can think off that make a lot of sense to me to be shoving for value.

Having said that the only hand I beat is a stonecold bluff, with somethink like AK or AJsd.

So now for the questions:

1) Should I have played pre/flop or turn different?

2) Can we put enough bluffs in his range to make this a call?

Too expensive to call imo.
33 is def in his range and he can easily be
Value shoving this river. Youre call on the turn
Is fine imo.
I dont think hes bluffing enough in this spot
To make it a profitable call
on the river

I agree with KingTen102.  I really don't think hes bluffing very often here.  At least often enough to make it profitable for us to call.

Shouldnt a good player know that for the same reasons I stated before, I cant have AQ+ given my flop check either and thus I prob cant call a river shove, hence making this a very profitable bluffspot for him?

You played it just fine and it is not a bluff, trust me. He prob checked flop to induce action and check/raise. Well played.

Solid winning reg can mean a lot of different things – a lot of TAGgish regs don't have overbet river bluff capability so you're basically crossing your fingers hoping to see the absolutely bottom of their range which is never a good strategy. Giant hero calls can't really be made without specific reads or else you may as well be buying a scratch ticket and hoping to hit.
