Yeah, it's super marginal in my opinion. I think if he has an overpair like 99-JJ he goes with it on the flop before worse cards start coming out.
So if he's a decent player we're looking at a really narrow range for how this hand plays out. With his call from the bb he can have a few 9x hands in his range, 55, and I guess also KK and AA as we see.
You can tell he wanted to set up a check/jam on the Turn so now he leads for more than pot on the river because he's mad he couldn't grow the pot on the previous street.

not sure i like your b/3b on the flop, i would be more inclined to b/c there, you have set him up perfectly for a river shove
