I would raise the flop. If V doesn’t have a hand to continue with on the flop it’s not likely he will improve enough on the turn or the river either.
You are also quite deep so the only way, unless V has AA, KK or a two pair or a better set, the only way to get maximum value from draws is to raise. If this was a rainbow board i like the call on the flop more since there are less marginal hands and fewer draws that can continue.
Why do you think checking behind river is best?
I could see a bunch of hands that V might have misplayed and felt he had to raise for value on the river since your bet is so small. any two pair, any overpair, maybe even AJ.
And if played like this, I would bet around 700-800 on river for value, if I get raised it’s much easier to know if I’m actually beat. Here it feels like it, but at the same time you are not looking very strong. If I had say 96 I would play exactly like V because your river bet looks like a marginal hand so I would attempt to steal it with a checkraise, a line that fits very well to represent the flush in this case.

Why do you think checking behind river is best?Me? I would bet bigger OTR too, I assume V will bet turn with his draws. As played I am not sure about the reraise when V checks to us, if it is a call or not, but I do raise when V checks to hero, I am not checking river behind.
No, OP said in his post in the end that he thinks he should have checked back the river
