I was assigned a table for a live tournament that at the time did not have a full table, 4 players including myself, for the first 30mins. I noticed two guys limping a lot picking up a lot of blinds with horrible holdings. I was folding 93o, 82s types of hands that they would be picking up the free blinds with. Should I have adopted this same strategy? I normally play pretty tight in the early stages.

If the BB is an empty seat you can raise wider than you otherwise would. If you're on the button, it's just got to be profitable to min-raise any two cards. In cases where the BB is there, you can treat it like any other situation where it folds to you in LP. So if table looks like this:
UTG: empty
UTG1: you
UTG2: empty
UTG3: empty
MP: player
HJ: empty
CO: empty
BN: empty
SB: player
BB: player
You are functionally the Cutoff and should play accordingly, MP is functionally the button, etc. If the BB is an empty seat, you can raise more hands since his blind will be easier to steal.
