I personally would've leant towards a fold. 

His flat calling range from such an early position should be quite tight like broadways, pairs 99+ (not saying this is always true at this stake level – I should know I'm one of the cuplrits), so hitting a Q or J is definatley possible. 

The other reason for me is while the river bet is quite small and you're getting good odds to call (180 into 690), he was willing to put ~20% of his remaining stack in and without knowing his way of playing I would just assume it was for value and would wait for a better hand in position.
