The villain here is playing fairly tight running at 18/13 of 192 hands. Since we've been 3 handed both opponents have been fairly passive, not wanting to finish third. He is definitely not calling my pre flop 3bet with anything other than a premium. When it gets to the river it seems he's trying to scrape a little bit of value, probably with an overpair or maybe AJ. Unless he's holding TT there's no way I can see him having the straight and there is no way we have the best hand.

Do I try to represent the straight here? If so, is a jam best or some other sizing?

Your line doesn't really make any sense for repping a straight because I highly doubt you are ever checking back the turn unless you have 5x and river the bottom end. But if you had the bottom end why would you be raising because villain sure could have 10x here and could be inducing on the river. If your opponent doesn't know this and doesn't really think through hands you can probably get him to fold by making a raise. I don't like a jam as you really should be able to accomplish the same thing by making it like 4200. Personally I don't think they are folding as I see this donk lead quite a bit now and they call anyways. He certainly could be doing this with Jx and won't be folding. Played fine imo. I probably just call river as it's 800 more and you get some good information by seeing his hand.

I doubt he has an overpair here, even if he didn't 4bet it pre he would be raising you on that flop. Clearly he has something with that blocker, I think it is a blocker way way more often than inducing so if you bomb this river then he might fold. But your line really wouldn't make much sense – why would you cbet an open ender and then check back that turn? Having said that his blocker is so transparent (if it really is a blocker) that I doubt he is particularly good and jamming may well get a fold here (still leaving him in 2nd).

I think that is the perfect turn card for you, why don’t you fire a second barrel? Would much prefer bet/fold turn than trying anything fancy on the river, because as everyone has said, you now rep nothing that would raise on the river

Thanks everyone for your replies. I'm glad I posted this hand as it highlighted to me that I really was thinking about it the wrong way, I ended up focussing on his small river bet rather than looking at the hand overall.

And bennymacca's suggestion of barrelling the turn makes a lot of sense. I guess at the time I feared he may have a straight so I decided to give up on the turn but when I felt he didn't have a straight on the river I was wondering if I could rep one without thinking it all through.

As it played out, I did jam and he did fold and thanks to you all I can now see that it was a spew.

Cheers.
