I know these answers will depend a lot on the table and other players but I guess with completely no reads…
-when does it become okay to start playing these small pocket pairs from early and middle position? 30bb? 40bb?
-at what point does our stack become desperate enough that we start shoving these small pairs PF? 10bb?

It's a push/fold spot. I think to flat you'd want to be at least 40 bb effective but more than 50-55 bb's is optimal since there are plenty of times in poker where you flop a set and your opponent misses the board and you make the minimum – implied odds are tricky that way. I think a lot of people really overrate them and say stuff like “if I hit my set I get his whole stack.”
Anyways …
In this spot I'd really want to be shoving 77+ although I'm sure 66 and 55 are +EV shoves and I'd have to use Pokerstove to see if all pairs are +EV.
I'd open this with 30+ bb for a minraise and I'd open shove it with like < 14 bb's.
