2 heads up hands at low stakes home tourney

I have a question about two heads up hands in a recent home tourney
First about the villan: we have been here before and are often in the top 3 together at the different home tourneys: He is a late twenties Hispanic school teacher who plays well for this setting and likes heads up play. He has no trouble changing gears. He often floats preflop to look for weakness post flop, then bets enough to put pressure on. If short stacked he plays a little more straight foreword post flop, but isn’t afraid to get it all in with a wider range preflop.

Hand one (each about 21,000 chips, blinds 700/1400
Hero (button) raises to 3000 total with 10 9 spades
Villain calls (as above, this means almost nothing)
Flop J 9 4 one spade , two clubs
Hero Cbet to 5,000
Villain raises to 12,000
I don’t think he has the jack or he’s more likely to string me along (unless it’s really a weak J)
I think his range is flush draws most likely, or a pair of nines or fours,
I think calling is a mistake– that I should shove or fold, and figure I can conserve chips and find a better spot. I fold.
Is the preflop raise ok? What about the Cbet (if I check I know he will raise for sure based on history And he has folded twice to a Cbet in the first 15 hands of heads up -both times I was on the button). Is waiting for a better spot ok given the 36% if the time he hits his flush when he needs it plus the times he has me out kicked with a nine?
(He later admits to a “strong flush draw” and he didn’t smirk the way he usually does when he lies about a hand. )

Villain raises to 3000 total (he raises about 50% of the time heads up on the button)
Hero A7 off shoves
Villain calls A8 off and holds up
What should the bottom of my range be to shove here?
Also his call should give you some idea of his range, his understanding of heads up, and his read on my heads
