Whilst I'd be scared about the utg+1 limp, if I had <20BBs I'm shoving here all day to pick up all the dead money, like you said. I think 28BB is just a bit too much to shove here. Not sure what the best move is, though. I guess you could raise 1/3 of your stack and jam any flop? Or maybe raise less to say 1500 and go from there, giving yourself enough room to fold if the utg limper shoves or does anything else funky.
